GAD blocks Atishi’s flag hoisting plan, citing rule prohibitions

The General Administration Department (GAD) on Tuesday rejected Delhi Environment Minister Gopal Rai’s request to facilitate a flag hoisting ceremony by Cabinet Minister Atishi Marlena, despite Delhi Chief Minister Arvind Kejriwal’s endorsement. The GAD stated that all traditional arrangements for Independence Day celebrations at Chhatrasal Stadium are being maintained.

The GAD clarified that Independence Day and Republic Day hold significant constitutional importance, and any deviation from established protocols could undermine their sanctity and lead to legal issues. It highlighted rules from the Delhi Prison Rules, 2018, emphasizing that the Chief Minister’s role in these ceremonies is irreplaceable.

The department also noted that it is working with all relevant agencies to ensure the Independence Day celebrations proceed as planned at Chhatrasal Stadium, and it has raised the issue of Delhi CM Kejriwal’s absence with higher authorities. The decision on how to proceed is still pending.

Delhi CM Arvind Kejriwal is currently in prison due to allegations related to the Delhi excise policy scam. Senior AAP leader Gopal Rai, who visited Kejriwal in Tihar Jail, had requested that Atishi Marlena conduct the flag hoisting on his behalf.

Typically, Delhi’s Independence Day event at Chhatrasal Stadium includes a flag hoisting and address by the Chief Minister.
