A local police station in the state capital city filed a case two days after the Kerala High Court ordered the filing of a formal complaint (FIR) against former Director General of Police (DGP) Siby Mathews for allegedly revealing the identify of a rape victim in his book, Nirbhayam.
After voluntarily leaving the government in 2011, 72-year-old Mathews was appointed chief information officer.
During his tenure, he oversaw the investigation teams in several high-profile cases, including as the now-famous ISRO Spy case and the 2000 Kalluvathukal Liquor tragedy that claimed 33 lives.

The petitioner in this case, retired Deputy SP of Police K. K. Joshua, is a former junior colleague of Mathew’s who went the High Court to request the filing of a formal complaint. Both of them were members of the Kerala Police investigation team that looked into the now-famous ISRO Spy case.
Joshua had already filed a complaint with the district police chief and a local police station in the state capital.
Following his failure to receive a favourable response, the petitioner turned to the High Court, which requested that the relevant authorities take the complaint under consideration.
Following hearing from all parties, the court ordered the police to file a formal complaint and carry out a comprehensive investigation in accordance with the ruling in Lalitha Kumari.
