34 % streetlights found non-functional: Minister Gowda

Bengaluru

The intensive late-night field audit executed by Bengaluru Development Minister Krishna Byre Gowda across the crucial southern artery from JP Nagar Metro Station to the Gottigere NICE Road Junction laid bare systemic operational deficiencies in municipal engineering, electrical contracting, and urban sanitation. Spanning from 9 PM to nearly midnight, the surprise assessment revealed profound administrative lapses that directly impact citizen safety, urban mobility, and environmental hygiene. By holding local engineering echelons, sanitation contractors, and utility partners directly accountable under nocturnal conditions, the executive leadership underscored a firm policy shift toward rigorous, data-driven municipal oversight across the Greater Bengaluru Authority (GBA) jurisdiction.

The most glaring vulnerability exposed during the nocturnal audit was the catastrophic failure rate of street lighting infrastructure along the JP Nagar–Gottigere corridor. Out of an assessed total of 1,540 individual illumination units, a staggering 530 lights—representing a failure rate of 34%—were found completely non-functional.

Comparative tracking data compiled by the Minister’s secretariat revealed that formal nocturnal surveys conducted weeks prior on September 7 and September 15 had already flagged identical dark zones, proving a persistent systemic refusal by contractors and zonal electrical engineers to rectify outages. Key commercial and educational nodes, including the approach to Christ University near Hulimavu and the high-density retail clusters surrounding Mega City Mall and Vega City Mall, remained shrouded in hazardous shadows.

The terminal intersection connecting Bannerghatta Road to the NICE expressway—a vital southern gateway carrying tens of thousands of commuters daily—exhibited critical design flaws. The inspection noted incomplete asphalt grading, unmanaged roadside brush, and an improperly engineered drainage curve that artificially constricted the effective width of the roadway. Engineers were instructed to clear vegetative overgrowth, complete comprehensive surface re-laying, and re-profile the junction geometry to optimize traffic dispersion.

To resolve the root causes of recurring road decay caused by cumulative heavy vehicle loads, Metro construction impacts, and extensive Bangalore Water Supply and Sewerage Board (BWSSB) subterranean utility laying, the state government confirmed a long-term structural solution: the entire stretch of Bannerghatta Road will undergo full-depth white-topping under the direct execution framework of the Greater Bengaluru Authority.

Enforcement institutionalization: GBA-Police joint task force

To combat the persistent cyclical nature of urban encroachments—where cleared footpaths are routinely reoccupied by street vendors, unauthorized parking, and commercial spill-overs—the Minister announced the immediate formation of a specialized GBA-Police Joint Task Force. This dedicated enforcement wing will maintain round-the-clock surveillance to guarantee that pedestrian assets, once restored through public expenditure, remain permanently unobstructed and safe for everyday civic use.
