Delhi HC issues notice on PIL moved against ticket scalping practices

The Delhi High Court issued a notice on Wednesday regarding a public interest litigation (PIL) challenging the practice of ticket scalping, where event tickets are resold at higher prices. The plea was filed by Rohan Gupta, following several recent concerts.

The division bench, led by Chief Justice Manmohan, accepted the petition, which seeks the creation of guidelines to regulate the black marketing of tickets. The petition also asks for the formation of a committee to investigate the practice, particularly concerning Diljit Dosanjh’s upcoming ‘Dil-Luminati Tour,’ scheduled for October 26 at Jawaharlal Nehru Stadium.

The court issued notices to the Centre, Delhi Government, and multiple ticket-selling platforms. The matter has been listed for February 18, 2025.

Meanwhile, the Delhi Government’s representative informed the court that existing regulations already address the issues raised in the PIL.

The petition claims that ticket scalping limits access to genuine fans and creates a market where resellers exploit high demand. It highlights that ticket scalping distorts the principles of fair market access and fosters the creation of a black market for counterfeit tickets.

Additionally, it argues that these unregulated transactions lead to lost government revenue. The petition calls for legal frameworks and technological measures to address the problem and promote fair ticketing practices for consumers.
