Mangaluru
In a recent development, objections have been raised by the Mangaluru Urban Development Authority (MUDA) regarding a council resolution proposed by the Mangaluru City Corporation (MCC). The resolution aims to issue transferable development rights (TDR) for the acquisition of 10.8 acres of land near Kudupu.
In a letter sent to the MCC, MUDA officials highlighted concerns about the decision to grant TDR to an individual who is not the rightful landowner. The name of the recommended individual does not appear in the land’s Record of Rights, Tenancy, and Crops (RTC), as noted by MUDA.
Furthermore, MUDA has requested MCC to provide detailed information and supporting documents regarding the ownership of the land in question when submitting proposals for Development Rights Certificates (DRCs) under TDR rules in the future. This controversy comes in the wake of former MUDA Commissioner Mansoor Ali’s apprehension by the Lokayukta for allegedly demanding a bribe of Rs 25 lakh for authorizing TDR for the same land. Muneer Katipalla, a member of the CPM state committee, urged Lokayukta police to intervene and prevent MUDA from processing documentation related to TDR issuance for the land in question. Katipalla highlighted previous warnings by CPM and similar organizations regarding fraudulent activities in land procurement for TDR. MUDA’s letter to MCC, according to Katipalla, further substantiates these allegations, exposing a breach in TDR regulations during the land acquisition agreement.
