Free certificates reach thousands across Uttara Kannada

Uttara Kannada district has distributed 9,60,218 caste and income certificates free of cost directly to people’s homes, marking a major step in taking government services closer to citizens. Officials said the programme has achieved 85.76 percent progress so far.

Earlier, residents had to visit taluk offices, submit applications and wait for verification and signatures. Rural families often faced difficulties travelling to offices, while staff shortages and server problems caused delays lasting weeks or months. Some students reportedly missed scholarships and admission opportunities because certificates were not issued on time.

Under the new system, departments use existing revenue records, caste census details and Aadhaar-linked information to prepare digital certificates for eligible beneficiaries. Officials then deliver them directly to families. A GPS photograph is also taken during delivery to ensure the certificates reach the correct beneficiaries. The initiative covers all taluks, with Kumta recording 1,65,025 certificates and Ankola 1,22,805, among the highest numbers.

The certificates are important for school and college reservations, scholarships, hostel admissions, fee exemptions and government recruitment benefits. They are also needed for age relaxation in competitive examinations, reserved-seat elections and several welfare schemes, including housing, agricultural loans and subsidies. The certificates may also help citizens provide supporting documents during the 2026 voter-list revision process.

District Collector K. Lakshmi Priya said distribution was slow initially, but officials later gave it special priority and increased the pace. The district administration expects to complete distribution to all eligible beneficiaries soon. The initiative is aimed at reducing travel, delays and paperwork while ensuring essential documents reach citizens without extra cost.
