Officials meet to discuss labour society formation

Dr. Itnal directed departments to prepare bylaws, register outsourced workers, and collect staff and contract details

Deputy Commissioner Dr. Suresh B. Itnal has directed officials to begin preparations for forming a District Labour Services Multipurpose Cooperative Society Limited in Koppal district. The initiative aims to support outsourced employees working across various government departments and institutions.

Chairing a meeting of district-level officers at the Deputy Commissioner’s office on Thursday, he said the proposed cooperative society would follow the Bidar model. He explained that forming such an organisation would help address issues related to timely payment of wages and ensure workers receive benefits guaranteed by law.

Dr. Itnal instructed the Labour and Cooperative Departments to prepare necessary bylaws and take further steps in line with government guidelines. He said around 1,000 outsourced workers could be registered as members of the proposed society. Department heads were asked to share detailed information about outsourced staff working under them, including agency details and contract periods.

He clarified that the cooperative society is currently in the planning stage and its functioning will depend on court decisions, as several writ petitions related to such arrangements are under consideration. Despite this, he stressed the need to be prepared to implement the system once approvals are in place.

Zilla Panchayat Chief Executive Officer Varnit Negi also addressed the meeting and instructed all departments to cooperate in forming the society. He emphasized the importance of collecting accurate data on outsourced workers to ensure smooth implementation.

District Labour Officer Sudha Garaga explained the structure of the proposed cooperative. She said it will have a governing body headed by the Deputy Commissioner, with the Zilla Panchayat CEO serving as secretary and the Labour Officer as member secretary. Other members will include officials and elected representatives, while all registered workers will be part of the society.

Officials said the main aim of the cooperative is to create a transparent system for managing outsourced employment and improving worker welfare. The meeting was attended by officers from social welfare, health, women and child development departments, along with labour inspectors and representatives of outsourced workers.

The administration hopes that the cooperative model will bring better coordination, accountability and financial security for workers in the district.
