Senior legislator and former minister T.B. Jayachandra will take charge as Pro Tem Speaker from Monday (August 10), ahead of the 10-day monsoon session scheduled from August 13 to 27. He will begin functioning from the Speaker’s office and oversee preparations for the session.
The first day will be devoted to paying tributes to recently deceased prominent personalities, including former minister D. Sudhakar and Chennamma Devi, wife of former Prime Minister H.D. Deve Gowda. Regular proceedings will commence from Friday.
Chief Minister D.K. Shivakumar, Deputy Chief Minister Dr G. Parameshwara and 12 ministers had earlier taken oath and received portfolios. However, portfolios for 19 ministers inducted during the first Cabinet expansion last Monday are yet to be allotted. The allocation is expected before the session.
Jayachandra will oversee the agenda, including Question Hour, calling-attention motions, Bills, Zero Hour, half-an-hour discussions and short-duration debates under Rule 69. The election of a new Assembly Speaker, official resolutions and presentation of reports will also figure in the proceedings.
The drought-like situation caused by inadequate monsoon rainfall, release of Cauvery water to Tamil Nadu and the proposed Bidadi Township are expected to trigger heated debates.

T.B. Jayachandra was first elected to the Karnataka Legislative Assembly in 1978. He has since been elected seven times and has served as a minister twice. The veteran legislator has also served as Deputy Leader of the Assembly and Special Representative of the Karnataka Government in Delhi. His long legislative experience comes at a crucial time as the House prepares for its monsoon session.
