Nadella explained AI-driven development begins with tests, not specifications, shifting developer mindset to outcomes-first, reversing traditional software workflows

Microsoft CEO Satya Nadella on Thursday called for a fundamental change in software development, stressing that the next wave of innovation will be driven by AI-powered processes. Speaking at the “Building India’s AI Frontier” keynote in Bengaluru, Nadella urged developers, organisations, and institutions to rethink how technology is built to accelerate innovation and real-world impact.
Nadella said technology has always aimed to empower people and organisations, and AI now allows developers to expand that impact. “We’re not building for building’s sake. We’re building to have impact,” he noted, pointing to transformations in customer experience, employee experience, and operational efficiency.
A key change, he explained, is in the developer mindset. Unlike traditional software cycles, AI-driven development starts from the evaluation loop rather than the specifications. “You start with the test, not the spec,” Nadella said, describing how workflows are now built backwards from the desired real-world outcomes.
He highlighted the rise of context engineering, a discipline rooted in data engineering but aimed at shaping data for AI systems to produce optimal outcomes. Nadella also emphasised the need for new skills and toolchains to support this AI-first development approach.
Calling the transition critical, he said the industry must envision a new AI-driven software development life cycle (SDLC) that redefines how software is built globally. “I think we need even a new way to think about the frontier of the classic SDLC,” he added.
The keynote reinforced Microsoft’s focus on AI innovation, urging developers and organisations to adopt strategies that prioritise practical outcomes and impact over traditional design, shaping the next era of software development worldwide.
