Centre amends QCO for bicycle reflectors

In a bid to enhance the quality of ‘Make in India’ products and simplify business operations, the Indian government announced amendments to the Quality Control Order (QCO) concerning bicycle retro-reflective devices on Saturday.

The new amendments from the Department for Promotion of Industry and Internal Trade (DPIIT) will allow manufacturers to import 200 bicycle reflectors for research and development without facing regulatory hurdles. Additionally, manufacturers in India can now import reflectors for export purposes under specific conditions.

This QCO amendment is part of broader initiatives aimed at developing a quality ecosystem in India, encouraging investments, and nurturing entrepreneurial talent. The Ministry of Commerce and Industry emphasized the importance of product quality in achieving these goals.

According to Union Commerce and Industry Minister Piyush Goyal, the government has significantly increased the number of QCOs over the past decade—from just 14 covering 106 products in 2014 to 174 QCOs covering 732 products today. Goyal stressed that improving quality standards is essential not only for domestic production but also for boosting exports.

He highlighted that for India to gain recognition on the global stage, quality must be prioritized. ‘If it is coming from India, it has to have an imprint of quality. This should be our aspirational goal,’ Goyal stated during the Indian Foundation for Quality Management (IFQM) symposium last week.
