NHRC issues notice to MCD and DDA over open drain deaths

The National Human Rights Commission (NHRC) has taken suo motu notice of the tragic death of a five-year-old boy who fell into an open drain in Alipur, northwest Delhi. This incident marks the fifth such case in recent times, highlighting a significant violation of human rights due to the negligence of civic authorities. An initial investigation revealed that the contractor had left the drain open in multiple areas without warning signs.

In response, the NHRC has issued notices to the Chief Secretary, Commissioner of Police, Vice Chairman of the Delhi Development Authority (DDA), and Commissioner of the Municipal Corporation of Delhi (MCD). The Commission expressed deep concern about the recurring incidents that have led to numerous drownings and electrocutions in the capital, urging authorities to remain vigilant.

The NHRC has requested a comprehensive report within four weeks detailing the status of FIRs related to these cases, actions taken against those responsible, and any compensation provided to the victims’ families. Additionally, the Commission has asked for information on measures being implemented to prevent such tragedies in the future.

Earlier this month, a two-and-a-half-year-old girl also lost her life in an open drain in Khajuri Khas, and several other similar incidents have occurred throughout the year, raising urgent calls for improved safety measures.
