Leicester City has successfully appealed a decision regarding an alleged breach of the Premier League’s Profitability and Sustainability Rules (PSRs). The Premier League had initially referred the club to an independent commission in March 2024 over a suspected breach related to the financial period ending June 30, 2023.
The commission had previously dismissed Leicester City’s challenge to its authority to hear the case. However, the independent Appeal Board has now overturned that decision, ruling that the commission should not have jurisdiction since the accounting period in question occurred after Leicester City’s relegation from the Premier League.
Leicester City welcomed the Appeal Board’s decision, stating it supports their stance that any actions against the club should follow the correct rules. The club noted that the Appeal Board, composed of experienced lawyers including former Court of Appeal judges, identified flaws in the Premier League’s rule drafting.
In response, the Premier League expressed surprise and disappointment at the Appeal Board’s decision. They argued that the original commission had correctly interpreted the rules and that the appeal’s outcome does not align with the rules’ intended purpose or the need for fair enforcement across all clubs. The Premier League believes the decision undermines effective rule enforcement.
