A day after the sine-die adjournment of the monsoon session of the State legislature amid opposition BJP’s overnight dharna over the MUDA and Valmiki Corporation scams, Chief Minister Siddaramaiah on Friday came out with facts, figures and documents to prove his innocence and transparency.

Land Purchase and PTCL Act Exemption
- Purchase Legality: Mr. B.M. Mallikarjun bought land from Ninga Bin Jawara’s heir. The PTCL Act doesn’t apply because the land was self-acquired through a 1935 auction. Official records show the auction was held, and Ninga purchased it for Rs. 1. The sale was confirmed on 13-10-1935. The government holds no interest in these lands, and many judgments affirm this.
- Government Permission: No permission is needed for this land purchase since it doesn’t fall under the PTCL Act. Claims by BJP and JDS about political misuse are unfounded.
- Heirs and Legality: A family tree from 10-4-1993 lists Ninga’s children: Mallaiah, Mylariah, and J. Devaraju. Mallaiah had no heirs, and Devaraju sold the land to Mallikarjun. The family signed a declaration transferring the land to Devaraju. BJP’s claim about heir exclusion is false.
MUDA Land Development and De-Notification
- MUDA Land Development: BJP falsely stated to the Governor that MUDA had no de-notification proposal. Records show a notification was issued on 18-09-1992, but the process lagged. J. Devaraju applied on 13-08-1996 for land release, and by 24-07-1997, MUDA resolved to exclude it from acquisition. This was finalized on 18-05-1998. The process took two years, even with government involvement.
- De-Notification and Ownership: Land acquisition isn’t complete until compensation is paid. Since MUDA hadn’t taken possession, the land was excluded from acquisition. BJP’s question on this is baseless.
50:50 Land Compensation Scheme
- Implementation Without Permission: By 15-7-2005, the land was converted to residential use. An application for alternative land compensation was made on 23-6-2014 and 25-10-2021. MUDA used land without acquiring it and initially offered a 50:50 compensation scheme. This was later revised on 7-12-2020 to compensate 50% of the developed area.
Further, CM said that his wife’s land rights were transferred to MUDA on 30 of December, 2021, and she received plots as compensation. As a law student and seasoned politician, I find no wrongdoing, he said. An inquiry by Justice P.N. Desai is ongoing. BJP and JDS are tarnishing my reputation over MUDA and the Valmiki Corporation scandal, he concluded.
