Delhi’s Vigilance Department Terminates CM Kejriwal’s PS

The Delhi Government’s Vigilance Department has ordered the removal of Bibhav Kumar, who serves as Chief Minister Arvind Kejriwal’s Private Secretary. The order states that since the government’s term ended due to the resignation of the Council of Ministers on February 14, 2020, Bibhav Kumar’s appointment must also be terminated as he is a coterminous officer.

However, according to the Department of Personnel and Training’s OM dated May 26, 2014, the personal staff of the outgoing Minister can continue for up to 15 days. Despite this, CM Kejriwal has requested Bibhav Kumar’s continued service as his Private Secretary. To accommodate this, his previous coterminous appointment must be terminated first.

The Vigilance Department emphasized the need to assess Bibhav Kumar’s character and background verification conducted during his earlier appointment. During his tenure with the CM, no negative reports were received. However, the Department cautioned that any adverse reports in the future would warrant necessary action.

Currently, Bibhav Kumar’s appointment is subject to the outcome of a case at the Noida, Sector-20 police station, involving sections 353, 504, and 506 of the Indian Penal Code, as mentioned in his character verification report from the Delhi Police.
