Congress says Karnataka’s five guarantees empowered women, boosted health, education, and local economies.

The Congress on Friday asserted that the Karnataka government’s five guarantees have brought measurable and lasting change in the lives of citizens, particularly women, over the past two years. Citing findings from an independent study conducted by four leading research and academic institutes, Congress general secretary in-charge of communications Jairam Ramesh highlighted the transformative outcomes of these welfare schemes.
Ramesh said the study shows that the Shakti scheme, which provides free bus travel for women, significantly boosted mobility and employment opportunities. Nineteen percent of beneficiaries secured paid work or better jobs, with Bengaluru Urban recording an even higher 34 percent. Additionally, 80 percent of women reported improved healthcare access, while 72 percent credited the scheme for enhancing their self-confidence and empowerment.
Under the Gruha Lakshmi scheme, which provides ₹2,000 monthly to women heads of families, 94 percent of recipients used the funds for diet and nutrition, 90 percent for healthcare, and nearly half for their children’s education. The Anna Bhagya scheme, offering free rice, reached 94 percent of respondents, enabling 91 percent of families to spend more on supplementary nutrition like vegetables and milk.
The Gruha Jyoti scheme, ensuring 200 units of free electricity, led 72 percent of beneficiaries to report greater household electricity use, with 43 percent purchasing new appliances. Meanwhile, Yuva Nidhi support for unemployed youth enabled 42 percent to invest in skill development and jobs.
“The verdict is clear,” Ramesh concluded. “Women are healthier, empowered, and families are securing long-term gains, strengthening local economies,” he added.
