PM scheme makes India second-largest fish producer

PMMSY provides women up to 60% project cost support, promotes climate-resilient coastal villages, and boosts technology adoption with 52,000+ reservoir cages, 22,000 RAS/Biofloc units, 1,525 sea cages, totaling Rs 3,040.87 crore

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) marked its fifth anniversary on Tuesday, celebrating a major milestone in India’s fisheries sector and driving the country’s Blue Revolution. Since its launch on September 10, 2020, PMMSY has helped India become the world’s second-largest fish producer, with production reaching 195 lakh tonnes in 2024-25, up from 141.64 lakh tonnes in 2019-20, contributing nearly 8% of global output. Aquaculture productivity has also increased from 3 to 4.7 tonnes per hectare.

The scheme has strengthened India’s position in global seafood exports, which grew from Rs 46,662.85 crore in 2019-20 to Rs 60,524.89 crore in 2023-24. PMMSY has created 58 lakh jobs, surpassing its target, and empowered 99,018 women with financial support of Rs 4,061.96 crore between 2020-21 and 2024-25. By focusing on production, technology adoption, quality, and post-harvest infrastructure, the scheme has made the fisheries sector ecologically sustainable, economically viable, and socially inclusive.

PMMSY supports women through up to 60% project cost assistance under beneficiary-oriented programs and the Entrepreneur Model. Climate resilience initiatives include identifying 100 coastal villages as Climate Resilient Coastal Fishermen Villages (CRCFV). Technology adoption has expanded with over 52,000 reservoir cages, 22,000 RAS/Biofloc units, 1,525 sea cages, and a total investment of Rs 3,040.87 crore.

To reduce post-harvest losses, the scheme has approved Rs 3,281.31 crore for fishing harbours and landing centres, ice plants, modern fish markets, retail outlets, value-added units, transport units, and e-platforms. Additionally, 2,195 Fish Farmers Producer Organisations (FFPOs) received Rs 544.85 crore to improve market access, bargaining power, and sustainable value chains, ensuring higher returns for fishers.

PMMSY has thus transformed India’s fisheries sector, benefiting communities, enhancing livelihoods, and reinforcing the country’s global leadership in fish production.
