‘Lone actors’ now drive India’s terror threat

India’s intelligence agencies are shifting their focus as terror threats evolve from large, organized groups to “lone actors.”

Officials warn that future attacks will likely be carried out by individuals or small “buddy pairs” rather than structured modules with clear handlers. This shift makes it much harder for security forces to track potential strikes.

According to intelligence reports, groups like ISIS and the ISI are using the internet to spread radical content and “Do-It-Yourself” manuals. While the ISI prefers home-grown cells that leave no trail back to Pakistan, ISIS aims to radicalize individuals to act entirely on their own. These attackers often lead quiet, normal lives, making them nearly invisible to traditional surveillance. Recent arrests in Mumbai, Delhi, and Uttar Pradesh show that this trend is already growing across the country.

The challenge for authorities is the lack of a communication or financial trail. Since these individuals often fund themselves and don’t talk to overseas handlers, electronic spying is less effective. “One could be walking around doing business, and a killer may be right there,” one official noted, highlighting the psychological impact of this new strategy.

To fight this, agencies are moving toward digital monitoring and asking for community help. Parents and relatives are being urged to watch for subtle changes in behavior. Moving forward, the battle against terror will depend on spotting these “invisible” threats before they strike, marking a major change in how India protects its citizens.
