Former IAS officer T.M. Vijay Bhaskar, Chairman of Karnataka’s Second Administrative Reforms Commission, revealed that the commission has submitted seven reports to the government from July 2021 to February 2024. Of the 5,039 recommendations made, 2,800 have been implemented, while the remaining are under review. He shared these updates during a lecture organized by Mysuru University’s Department of Political Science and the IIPA Mysuru Chapter at the Manasagangotri Humanities Auditorium.
Vijay Bhaskar highlighted the commission’s focus on grassroots-level governance. Unlike the First Administrative Reforms Commission, which emphasized central office-level administration, the second commission prioritized public-friendly solutions, decentralization, and feedback from lower-level staff and the public.
Vijay Bhaskar emphasized digital reforms like family record databases and e-procurement to improve service delivery and transparency. Current Chairman R.V. Deshpande is reviewing pending recommendations to streamline governance.
The session was chaired by Professor Krishna Hombal, with members of the IIPA Mysuru Chapter in attendance.
Key Recommendations
- Accountability: Deputy Commissioners to oversee job creation.
- Land Use: Leasing 22 lakh hectares of barren land for economic productivity.
- Digital Reforms: Implementation of e-pattas for land record transparency.
- Education: Merging government schools within 100 meters to optimize resources.
- Water Management: Merging irrigation offices with the Water Resources Department.
- Tax Reforms: Property tax on unauthorized constructions and revisions under the Municipal Act.
