The Ministry of Labour and Employment has expanded the Pradhan Mantri Awas Yojana (PMAY) to cover marginalised workers nationwide. A letter was issued to State Governments, urging the inclusion of migrant workers, construction workers, beedi workers, cine workers, non-coal mine workers, contract labourers, and other unorganised workers in the housing scheme.
This decision follows the Union Cabinet’s approval to extend PMAY’s implementation for an additional five years, from FY 2024-25 to 2028-29, with the goal of providing 2 crore additional houses. The housing needs of economically vulnerable workers have been acknowledged in this extension.
The Ministry stated that these workers are among the most disadvantaged in society, and their inclusion under PMAY is important for improving their living conditions. The Management Information System (MIS) portal for Building and Construction and Migrant Workers, launched on 21st August 2024, has also been made fully operational. This portal will collect and analyse data, including information on fund utilisation and worker coverage under various social security schemes.
State Governments and Union Territories will use this centralised data system to make decisions and develop welfare policies. The Ministry has instructed Welfare Commissioners in different states to work closely with local authorities for the successful implementation of these initiatives. Follow-up on the initiative will be done through regional meetings between 29th August and 4th October 2024. This effort aims to improve the lives of many workers by ensuring they receive housing and social security benefits.
