State Budget Highlights

Must read

Agriculture

  • Krishi Bhagya Yojane which had become extremely popular during the earlier tenure of our Government has been reintroduced and grants of Rs.200 crore were provided during 2023-24. This scheme will be continued during this year also.
  • To promote the export of agricultural and horticultural produce, measures will be taken to strengthen the Karnataka State Agricultural Products Processing and Export Corporation (KAPPEC). In the current year, Rs. 80 crore is provided under PMFME programme for this purpose.

Sericulture

  • Ramanagara and Shidlaghatta are known as the largest cocoon markets in Asia. In the first phase, Rs. 150 crore has been allocated to develop them as hi-tech markets. Phase-1  will be completed shortly and Phase-2 will be subsequently taken up at a cost of Rs. 250 crore.
  • Raw silk reelers will be provided a subsidy of Rs.12 crore annually in coordination with Karnataka Minority Development Corporation.
  • An incentive of Rs. 10 per kilo is being currently provided to bivoltine silk cocoon. This will be enhanced to Rs. 30 per kilo.

Animal Husbandry

  • In order to encourage dairy farming among women, a 6 percent interest subsidy will be provided on the condition of timely repayment of the loan availed for buying cow/buffalo.
  • Farmers interested in piggery and poultry will be supported with training and capacity building activities. This will help them in augmenting their income.
  • Veterinary polyclinic facility which is currently available at the district level will be extended in phases to the talukas. In the first phase, 20 taluka veterinary hospitals will be upgraded at a cost of Rs. 10 crore.
  • Many buildings of veterinary department are in dilapidated condition. Many clinics also are operating out of rented buildings. Rs.100 crore will be given for the construction of 200 new buildings for veterinary institutions.

Fisheries

  • The Government plans to invest Rs. 3,000 crore in the coming years for all-round development of fisheries sector.   
  • Under Matsya Asha Kiran scheme, the State share in compensation to fishermen affected by seasonal ban on fishing is proposed to be increased from Rs. 1,500 to Rs. 3,000.
  • For emergency evacuation of fishermen in the event of health emergencies and accidents, the State’s first sea ambulance will be introduced at a cost of Rs. 7 crore.    
  • Modernisation of 16 fish seeds production centres will be taken up at a cost of Rs.20 crore with support of NABARD.   Rs. 6 crore will be provided to promote fisheries in mining affected areas of Chitradurga, Holalkere and Hosadurga taluk.

Water Resources

A separate Project Division and 2 Sub-Divisions have already been set up to implement the ambitious Mekedatu Balancing Reservoir and drinking water project of Cauvery river valley.   

  • To address the problem of reduction in water storage capacity of Tungabhadra reservoir due to silt accumulation and also to fulfil a long standing demand of farmers of the area a detailed project report has been prepared for constructing a balancing reservoir near Navali in Koppala district at a cost of Rs. 15,600 crore and consultation with Andhra Pradesh and Telangana States regarding implementation of the project has been started. Priority will be given for the execution of the project.
  • Lift irrigation projects, will be implemented at an estimated cost of Rs. 7,280 crore in the current year.  Irrigation potential of   97,698 hectares  will be created from these projects.

Minor Irrigation

In the current year, 115 works of Lake development, check dam and bridge-cum-barrage at an estimated cost of Rs. 200 crore will be taken up to ensure adequate supply of water for drinking purposes, agriculture and industry.

  • The ongoing 272 tank filling scheme under KC Valley-2nd Phase will be completed in the current year at an estimated cost of Rs.455 crore.
  • The works will be undertaken for the projects at an estimated cost Rs. 850 crore.

School Education And Literacy

In the year 2023-24 an expenditure of Rs.600 crore was made towards this end. In the current year, Rs.850 crore will be provided for this purpose.

  • Marusinchana Programme will be taken up at a cost of Rs.10 crore to improve learning ability of students of 6th and 7th standard who are lagging behind.
  • Rs. 50 crore will be earmarked for providing Science and Computer Labs and internet facility under a two-year package in Government High Schools with higher enrolment.
  • 74 Adarsh schools in the State will be upgraded as Pre-University Colleges with Commerce and Science combinations. Further, Computer Science combination will be introduced in 100 Government pre-university colleges having the highest enrollment, at a cost of Rs. 10 crore.

Higher Education

  • 30 Government Women First Grade Colleges and Government Women Polytechnics will be upgraded at a cost of Rs. 30 crore.
  • In the year 2024-25, Rs.250 crore will be provided for upgradation of First Grade Degree Colleges and Rs.120 crore for the upgradation of Government Polytechnics and Engineering Colleges.  
  • University of Vishweshwaraiah College of Engineering (UVCE) will be upgraded on the lines of IITs at a cost of Rs.500 crore. For this, a grant of Rs.100 crore will be provided by the Government.  
  • With the purpose of encouraging research and innovation among students and teachers a corpus fund of Rs. 10 crore will be set up.  .
  • Mysuru Maharani Women’s Science College will be constructed at the cost of Rs.54 crore and the Maharani Arts And Commerce College Hostel will be constructed at a cost of Rs.116 crore.

Health And Family Welfare

State-of-the-art Critical Care Blocks will be set up in each district of the State to provide better healthcare to patients suffering with critical illnesses. Construction has already started in 15 districts, and in the current year, construction  will be taken up in Udupi, Davanagere, Vijayapur, Mysuru, Mandya, Dharwad and Koppal districts at the cost of Rs.187 crore.  

  • 100-bedded taluka hospitals will be constructed at a cost of Rs. 280 crore in Anekal, Nelamangala, Hoskote, Sringeri, Khanapura, Shirahatti and Yelandur talukas where there are no Taluk Hospitals.
  • Grants of Rs. 75 crore will be provided for repairs and renovation of dilapidated buildings of Health Department.
  • Mother and Child Hospital building and other infrastructure facilities at the premises of KC General Hospital in Bengaluru will be taken up at a cost of Rs.150 crore.

Medical Education

  • A grant of Rs.400 crore will be provided for the construction and purchase of equipment for medical colleges and Rs.130 crore will be provided for the construction of Super-specialty hospitals.
  • Rs. 150 crore will be provided for the purchase of medical equipment and furniture for these hospitals.
  • Action will be taken to provide surgical facility at a cost of Rs. 20 crore with Robotic surgical machine in the Surgery Department of Institute Nephro-Urology, Bengaluru.
  • 114 Modular OT’s will be set up in medical college hospitals and super-specialty hospitals at a cost of Rs.177 crore.
  • A Super-Specialty cardiac unit with cathlab facility will be set up in Gadag Institute of Medical Sciences at a cost of Rs.10 crore.

Women And Child Development

  • Rs. 10 crore will be provided to conduct training and capacity building workshops to 20,000 anganawadi workers and helpers. This will help in improving the quality of early education and care of children.
  • All anganawadi workers and supervisors will be provided with smartphones to facilitate their daily activities. A total of 75,938 smartphones will be procured at a cost of Rs. 90 crore.
  • 1,000 new anganwadis will be constructed at a cost of Rs.200 crore. This will provide own premises for those anganwadis functioning in rented buildings.

Social Welfare

Under Karnataka Scheduled Castes and Scheduled Tribes Sub-Plan scheme a total of Rs. 39,121 crore has been provided which includes Rs. 27,674 crore for Scheduled Castes Sub-Plan and Rs.11,448 crore for Scheduled Tribes Sub-Plan.

Rs. 2,710 crore has been provided for construction of residential schools and hostels of SC/ST/BC and Minority Welfare departments.

The construction of 23 residential schools under KRIES has been completed in the year 2023-24. In the year 2024-25, construction works of 29 residential school complexes belonging to Scheduled Castes, Scheduled Tribes and Backward Classes Departments will be taken up at a cost of Rs.638 crore.

Scheduled Tribes Welfare

A stipend of Rs. 15,000 will be provided to 200 engineering graduates enrolled in 6 to 12 months vocational training courses such as Artificial Intelligence and Machine Learning etc., in IISc, IIT’s or NIT’s.

Monthly stipend of Rs. 25,000 will be provided to 100 research students belonging to Scheduled Tribes who are pursuing post-doctoral fellowship and are not receiving any fellowship.  Two new initiatives will be launched for the comprehensive development of 23 nomadic, semi nomadic communities. 

Welfare Of Backward Classes

  • Rs 200 crores to provide necessary infrastructure in 150 post matric colleges and 174 Morarji Desai residential schools/colleges with 100 strength at present. The cost will be provided in a phased manner.
  • For 30 hostels of backward classes welfare department functioning in rented buildings, own buildings will be constructed at a unit cost of Rs. 4 crore.
  • A total of Rs.1,600 crore programmes will be formulated and implemented in the year 2024-25 by the Corporations working under the Department of Backward Classes Welfare.
  • A total of Rs. 311 crore under ESI scheme. Projects like super specialty services, Point of Care Mobile Digital Diagnostic Kiosk, Mobile Health Unit, comprehensive health check-up for workers above 40 years, Tetanus and Hepatitis vaccination program for all insured and establishment of state-of-the-art diagnostic center will be implemented in the expenditure.

Skill Development

GTTC Multi skill development centers in association with Visvesvaraya Technical University at Kalaburagi, Talakal in Koppal and Varuna in Mysore at a total cost of Rs. 350 crore.  

  • A total of Rs.150 crore through District Mineral Fund in Bellary and Chitradurga and in Rona in Gadag district in collaboration with NABARD.  

Rural Development and Panchayat Raj

Pragati Patha Scheme will be launched with external assistance to systematically and qualitatively develop rural road connectivity network 50 km each in 189 rural assembly constituencies under this scheme. Road network will be developed at a cost of Rs. 5,200 crore.

  • A total of 1,150 km under Kalyan Path Yojana in 38 rural assembly constituencies of Kalyan Karnataka under Pradhan Mantri Gram Sadak Yojana. Roads will be developed at a cost of Rs.1,000 crore.

PLANNING

In the year 2024-25, projects of Rs. 5,000 crore was proposed to be implemented under the Kalyan Karnataka Regional Development Board to give importance to the development of infrastructure.

Urban Development

 Targeted to raise additional non-tax resources of Rs. 2,000 crore by implementing revised advertisement policy and Premium FAR policy from the current line.

  • The RFP has been called for construction of the long road on Public-private partnerships (PPP) model at an estimated cost of Rs. 27,000 crore. This project is intended to be started on the same lines.
  • Namma Metro Phase-3 is estimated to cost Rs. 15,611 crore. The State Government has given administrative approval to the expenditure plan and the approval of the Central Government is awaited.

​Municipal administration

Rs. 2,000 crore for development of infrastructure in 10 Municipal Corporations of the State will be provided.

Amrit 2.0 is being implemented under the Centrally sponsored scheme to provide drinking water to all households in urban areas, in which the State’s share is Rs. 4,615 crore. Under Amrit 2.0, a joint partnership project of local body, state government and central government, Rs.539 crore. In the sum, rehabilitation of lakes and water bodies and development works of parks will be carried out in selected urban local bodies.

ENERGY

  • Rs. 1,174 crore under PM-KUSUM Component-B scheme to make farmers self-reliant.
  • 40,000 Off Grid Solar Pump Sets are being installed at an estimated cost. In this, the central government’s share is 30 percent, and the subsidy given by the state government has been increased from 30 percent to 50 percent.

Public Works Department

KSHIP-4 project will be implemented in the current year. Under this scheme, 875 km long state highways in various districts of the state will be constructed at a cost of Rs. 5,736 crore with the help of external financial institutions will be developed in sum.

Phase-5 of the State Highway Development Project (SHDP) will be launched in the current line to develop at a cost of Rs. 4,000 crore.

Rs. 450 crores to relieve vehicular congestion and traffic congestion in Belgaum city limits.  

Infrastructure Development, Port And Inland Water Transport

A total of 26 works will be taken up at an estimated cost of Rs. 1,017 crore under the Sagarmala project with the objective of giving greater importance to coastal trade. Out of this, the state’s share is Rs. 530 crore. Further, detailed project reports amounting to another Rs. 1,145 crore for 12 works have been submitted for approval of the Centre.

  • A new deep-sea all-season port is being developed under public private partnership at an estimated project cost of Rs. 4,200 crore.
  • PPP in Pavinakurve of Uttara Kannada district. An international tender has been invited for the development of the second mega port at an estimated project cost of Rs. 3,048 crore in the model.

Commerce And Industry

It is planned to develop Knowledge Health Care, Innovation and Research City (KHIR) on an area of about 2000 acres near Bengaluru, which will involve an estimated capital investment of Rs.40,000 crore and is expected to provide employment to about 80,000 people.

The existing industrial estates in various districts collaborate with the Central Government at a cost of Rs.39 crores. Upgradation will be done by Karnataka Small Scale Industries Corporation (KSSIDC) at an estimated cost.

Information Technology, Biotechnology And Science And Technology

The state is number one in the technology sector and to strengthen this position and promote emerging technologies Center of Excellence in FinTech, SpaceTech and Automotive Tech will be set up at a cost of Rs. 10 crore over the next 5 years. The cost will be set up in collaboration with entrepreneurs and educational institutions.

A total of Rs. 12 crore in collaboration with Karnataka Innovation and Technology Society and KEONICS in Kalaburagi, Shivamogga, Hubli and Tumakuru for skill development of youth in emerging technologies beyond Bangalore. Skill and innovation centers in emerging technologies will be set up at the expense.

Kannada And Culture

Rs. 1 crore to carry out survey, collection, publication and dissemination of literature including philosophy, kirtan literature and devotional movement through Sant Kavi Kanakadasa Study Centre will be provided.

Youth Empowerment And Sports

A total grant of Rs. 12 crores to Rifle Shooting Association, Hockey Karnataka, Amateur Boxing Association, Archery Association, Athletic Association, Kayaking and Canoeing Academy, Cycling Academy Vijayapura and Fencing Association to encourage various sports of the state and to encourage athletes.

  • In the upcoming Paris Olympics, Rs. 6 crores will be given to gold medallists, Rs. 4 crores to silver medallists and Rs. 3 crore for bronze medalist athletes.  

Tourism

Rs. 100 crore will be provided for development of tourist facilities in Anjanadri hill and surrounding area of Koppal district which is famous in legend and history.

Water sports and water adventure tourism will be developed through public private partnership in the backwaters and beaches of the state’s major reservoirs.

Forest, Ecology And Environment

Human-wildlife conflict is a burning challenge before the State Government. Along with the conservation of wildlife, more than Rs. 201 crore has been spent so far to protect the people and the crops there from the wild animals.

Already 7 elephant task forces and 02 leopard task forces have been formed in the state and Rs.40 crores have been provided to strengthen these task forces. A new task force will be created in Bandipur this year and Rs. 10 crore will be allocated to strengthen the task forces with additional human resources and advanced technologies will be distributed.

Rs. 15 crore grant will be provided for eco-tourism and conservation programs in Honnikeri reserve forest and other biodiversity areas of Bidar district. 

Revenue

Land, survey and registration documents of the Revenue Department will be scanned and computerized, and the land security scheme will be started on a practical basis so that the citizens can get the computerized documents online so that the dilapidated documents will be saved permanently and there is no opportunity to create duplicate documents.

  • Computerization of acorbands will be undertaken to provide quick service to the tenants by adjusting the area in RTC.
  • To facilitate the process of repair of farmers’ land under the Darkhastu Podi Abhiyan, the Government will voluntarily grant land without any dispute, documents 1 to 5 will be prepared.

Endowment

Well-equipped residential complexes are being constructed for the convenience of Karnataka devotees visiting the holy shrines of Tirumala, Srishaila, Varanasi and Guddapur in outlying states. Rs. 200 crore work in Tirumala is in final stage, Rs. 85 crores in Srishaila. Rs. 11 crore in Guddapur works in progress.

  • Works will be undertaken at a cost of Rs. 5 crore in Varanasi in the current year. 
  • Construction of bridge-cum-barrage near Chikkamanchali village in Raichur to connect Mantralaya by Public Works Department at a cost of Rs.158 crores will be undertaken.

Personnel And Administrative Reform

Administrative reform is a continuous process. The Government has constituted an Administrative Reforms Commission to examine the reports submitted on the reform measures that can be taken in the administrative system of the state and review their implementation. This commission will monitor the implementation of administrative reform measures.

  • The Seventh Pay Commission has been constituted to revise the pay of the State Government employees and after receiving the report of the Commission, action will be taken.
  • The Karnataka State Audit and Accounts Department is the statutory auditor of 7,214 organizations under various laws. An Audit Act will be implemented to bring uniformity in the audit of these institutions.

E-Governance

Government prioritizes provision of government services to citizens through the use of technology in an easy, efficient and transparent manner and to ensure timely delivery of these facilities to eligible beneficiaries.

Nation’s largest public welfare programs, 5 Guarantee Schemes, have been delivered to more than 5 crore beneficiaries in just 3 months through family data. A whopping Rs. 36,000 crore is being transferred in direct cash to the accounts of eligible beneficiaries in the current year. Further strengthening of this software will be prioritized.

Cash transfer under various Beneficiary-Oriented Schemes by State DBT. Being implemented through the platform. State DBT will also phase out non-cash benefits to the beneficiaries will be brought under the platform.

Information And Public Relations

The Belgaum Congress session held in 1924 under the presidency of the Father of the Nation, Mahatma Gandhi, is completing a century milestone this year. This was the only session presided over by Mahatma Gandhi. Rs. 2 crores to commemorate the contribution of this session. 

  • Actions will be taken to reach more people by digitizing Vartha Janpada and March of Karnataka monthly newspapers published by the News Department.
  • Free bus pass facility will be started for rural journalists to travel within the district for professional activities.
  • Establish Vadderse Raghurama Shetty Award to journalists who have contributed to the field of social justice, to be awarded every year.

Internal Administration

The government will take strict action against those who cause riots in the name of caste, religion and language.

Information Disorder Tackling Unit will be formed in collaboration with the ITBT Department to take strong action against those who spread false news in the society and create insecurity and fear among the public and a special cell will be created in the Home Administration Department and empowered to take appropriate legal action.

  • In the background of increasing cases of deep fake and other cyber crimes, a total of 43 CENs have been issued to strengthen the cyber crime department in the state to investigate and take effective action against the perpetrators of cheating the innocent public. (Cyber, Economic and Narcotics) Police stations will be upgraded.
  • Under the Police Housing scheme, 1,128 residential houses have been constructed and allotted at a cost of Rs.800 crore so far, while the construction of 2,956 residential houses is in progress. A grant of Rs. 200 crore will be provided for this project in the year 2024-25.

Transportation

Shakti Yojana is the first guarantee scheme that was implemented by our government within a month of coming to power. Under this scheme free bus travel facility is being provided to women, students and gender minorities. Under Shakti Yojana, more than 155 crore women passengers have benefited from free travel facility and Rs. 3000 crore has been provided.

  • Self-propelled driving test tracks will be constructed at Udupi, Chikkaballapur, Nelamangala, Madikeri, Madhugiri and Hunsur at an estimated cost of Rs.36 crore and seizing yards at Devanahalli and Tumakuru at a total cost of Rs.10 crore.
  • Automated testing centres will be developed in public private partnership at 32 locations to conduct eligibility test for all transport vehicles coming up for license renewal.
  • A scheme for digitization of records of all vehicles registered in the Transport Department will be implemented. In the year 2024-25, this scheme will be implemented practically in the offices of Bengaluru Centre, Belagavi, Mangaluru and Bhalki.
