Centre, Kuki-Zo Groups Renew Suspension of Operations, Agree to Open NH-2 in Manipur

Ahead of Prime Minister Narendra Modi’s expected visit to Manipur, the Centre has reached an understanding with Kuki-Zo groups and civil society bodies to extend the SoO pact and ensure the reopening of NH-2 for free movement of people and goods. The decision came after a series of meetings in Delhi between senior MHA officials and a delegation of the Kuki-Zo Council (KZC).

According to an official statement, the tripartite agreement—signed by the Centre, Manipur government, and Kuki-Zo groups—commits to maintaining Manipur’s territorial integrity. Seven designated camps of militants will be relocated away from conflict-prone areas, while all parties agreed to pursue a negotiated solution for lasting peace.

Kuki National Organisation (KNO) spokesperson Seilen Haokip confirmed the renewal of the pact, which had lapsed in February 2024 after the Centre kept it in abeyance citing alleged violations. The KZC has also pledged cooperation with security forces to maintain calm along the reopened highway.

Ethnic clashes since May 2023 have deeply divided the state, with Meiteis confined largely to valley districts and Kuki-Zo groups holding sway in the hills. The latest pact, officials said, offers a fresh opportunity to reduce tensions and restore connectivity across the troubled state.
