Bengaluru police issues rules for landlords

Foreign Tenant Rules

The Bengaluru City Police have issued a set of guidelines for property owners renting out their premises to foreign nationals, emphasizing compliance with immigration laws and safeguarding public security. The move comes in response to concerns over unverified rentals and the need for closer monitoring of foreign tenants.

According to the order, landlords must submit Form C to the Foreigners Registration Office (FRO) or the Foreigners Regional Registration Office (FRRO) each time they rent to a foreign national. Property owners are also required to collect photocopies of the tenant’s passport and visa and verify the authenticity of their travel documents.

Additionally, landlords must inform the jurisdictional police station before handing over the property. They are obligated to ensure that tenants hold a valid visa and legal permission to stay in India. A registered rental agreement must be executed between both parties and duly shared with the authorities.

The guidelines further require landlords to provide complete information about their foreign tenants to law enforcement agencies. Any failure to comply could invite legal consequences, police officials warned. Owners are also expected to remain vigilant and immediately report any suspicious or unlawful activities by their tenants.

Officials said the step is aimed at strengthening surveillance and accountability in Bengaluru, which continues to see a growing number of expatriates, students, and professionals. “The responsibility lies with both property owners and tenants to comply with the law. These measures will enhance security and prevent misuse of rented premises,” an officer said.
