The Shanghai Cooperation Organisation (SCO) on Monday strongly condemned the Pahalgam terror attack and endorsed India’s position that “double standards” in combating terrorism are unacceptable. The declaration, released at the conclusion of the SCO’s two-day annual summit, emphasized the grouping’s firm resolve to fight terrorism, extremism, and separatism.
The summit was attended by Prime Minister Narendra Modi, Chinese President Xi Jinping, Russian President Vladimir Putin, and other global leaders. The SCO also expressed solidarity with victims of terror attacks in Khuzdar and on the Jaffer Express in Pakistan’s Balochistan province, offering condolences to families of the deceased and injured, while stressing that perpetrators, organisers, and sponsors must be brought to justice.
In addition to counterterrorism, the SCO condemned Israel’s military strikes in Gaza, noting the high civilian casualties and a catastrophic humanitarian situation. The declaration highlighted the need to enhance regional security and identified terrorism as a key challenge.
The member states stressed the inadmissibility of using terrorist, separatist, or extremist groups for “mercenary purposes” and recognized the primary role of sovereign states and their competent authorities in addressing such threats.
The SCO reaffirmed that terrorism in all forms must be opposed and called on the international community to address cross-border terrorist movements. It underlined the central role of the United Nations in implementing Security Council resolutions and the UN Global Counter-Terrorism Strategy, in line with the UN Charter and international law, to collectively combat all terrorist groups.
