The Tianjin Declaration condemned the attack, urged anti-terror cooperation; PM Modi thanked supporters, criticized nations indirectly backing terrorism, with Pakistan’s PM present

Experts welcomed Prime Minister Narendra Modi’s strong stance on cross-border terrorism at the Shanghai Cooperation Organisation (SCO) summit, praising the joint statement condemning the Pahalgam terror attack. The April 22 strike left several dead and injured, prompting SCO member states to stress that perpetrators must be brought to justice.
The Tianjin Declaration issued by the SCO Council of Heads of State condemned the attack, offered condolences to victims’ families, and called for international cooperation to prevent terrorism and stop the cross-border movement of militants. PM Modi, addressing the summit with Pakistan’s Prime Minister Shehbaz Sharif present, thanked member states supporting India and criticised nations backing terrorism indirectly.
Experts said India’s position highlighted its capability and commitment to security. Former diplomat Mahesh Sachdev noted that India’s participation adds diversity and strength to the SCO, reflecting its role as the world’s largest democracy and a growing economy. Defence expert Captain Anil Gaur (Retd) emphasised that Modi’s remarks targeted double standards in global counterterrorism, noting that China and Pakistan were present during the discussions.
PM Modi also met Chinese President Xi Jinping, discussing border issues and ways to strengthen bilateral ties. Former UP DGP Prakash Singh called the discussions “encouraging” but noted concerns over the lack of detailed border talks.
Foreign affairs expert Brijesh Mishra underlined the geopolitical significance of the summit amid US tariff hikes, noting SCO’s role in supporting developing nations alongside BRICS. Experts praised India’s firm stance on cross-border terrorism and its refusal to compromise national interests despite external pressures. The summit reaffirmed India’s commitment to global security and cooperation against terrorism while promoting regional stability.
