Centre approves first PM-SETU plan for Visakhapatnam ITIs

The Centre has approved the first Strategic Investment Plan under PM-SETU, marking a major milestone in skill development reforms

The National Steering Committee (NSC) has approved the Strategic Investment Plan (SIP) for the Visakhapatnam Industrial Training Institute (ITI) Cluster in Andhra Pradesh, marking the first proposal to receive clearance under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme.

The proposal was submitted by ArcelorMittal Nippon Steel India (AM/NS India), making Andhra Pradesh the first state to operationalise an industry partnership under the flagship programme by onboarding an Anchor Industry Partner (AIP). The approval was granted during the third meeting of the National Steering Committee convened by the Ministry of Skill Development and Entrepreneurship (MSDE).

Officials said the development represents a major step toward implementing the PM-SETU vision of transforming government-run ITIs into industry-managed, outcome-oriented institutions. The initiative aims to strengthen vocational education through closer collaboration between industry and state governments.

The meeting was chaired by MSDE Secretary Debashree Mukherjee and attended by Director General of Training Dilip Kumar, along with senior representatives from central ministries, participating state governments, industry bodies and development partners.

According to the ministry, the approval of the Visakhapatnam cluster is a significant milestone in operationalising the industry-led Hub-and-Spoke model envisaged under PM-SETU. The model is expected to enhance training quality, modernise infrastructure and improve employment opportunities for students. Officials believe the project can serve as a model for other states seeking greater industry participation in skill development.

The committee also reviewed the overall progress of PM-SETU implementation across states. Discussions focused on increasing industry involvement, strengthening governance mechanisms, improving the financial sustainability of special purpose vehicles (SPVs), and accelerating project execution.

PM-SETU, with a total outlay of Rs 60,000 crore, aims to transform 1,000 government ITIs across the country through industry-led reforms and improved employability outcomes.
