R. Ashoka, Hon’ble Revenue Minister, Government of Karnataka, inaugurated the new administrative office of National E-Governance Services Limited (NeSL) in Bengaluru. He also launched the e-Udbhavam platform developed by NeSL.
Speaking on the occasion, the Hon’ble Minister stated that the Government of Karnataka is committed to harnessing the benefits of Information Technology to its citizens. He mentioned the digitization of Pensions which has resulted in enormous relief to pensioners. Similarly, e-Udbhavam is a web-based citizen centric service which can be used to execute agreements that are not compulsorily registerable or are not excluded from the purview of the IT Act 2000. Any individual or entity can execute documents like lease agreements of less than one year duration, employer-employee contracts, vendor agreements etc. The significant features of the platform are digital e-stamping which eliminates the need to obtain stamp paper and electronic signature through Aadhaar based E-sign, biometric authentication or through DSC. Approval of digital e-stamping for 16 articles by the Government of Karnataka in February 2022 paved the way for e-Udbhavam. Shri ISN Prasad, ACS (F) Government of Karnataka, Smt Mamatha, Inspector General of Registration, Shri Sudhaker Shukla, Whole time member Insolvency and Bankruptcy Board of India, Shri R Gandhi Chairman NeSL and Prof S Sadagopan were present on the occasion. In 2020, NeSL, an ISO 27001 certified company had launched the Digital Document Execution (DDE) platform which digitalizes the process of execution of documents, and also provides digital storage and subsequent retrieval of documents. DDE is presently availed by banks/NBFCs for their lending transactions, conforms to the highest level of information security and is in use in 21 States/UTs across all major banks.
In his opening address, the MD & CEO of NeSL stated that an an IT company, it was but natural for the company to start operations around five years back at Bengaluru, the Silicon city of India. Now, with expansion of operations NeSL found it necessary to shift to a new and more spacious office. Bengaluru today is not just the IT capital, but today it has all it takes to become a financial Centre. The DDE platform of NeSL provides a fully digital execution including estamping of contracts. While till date, banks and their customers have been the major beneficiaries, with the launch of E-Udbhavam all citizens can take the benefit of seamless digital execution of documents. He expressed his gratitude to the Government of Karnataka for being one of the first and most active users of the estamping facility on the DDE platform and also making necessary changes in law to pave the way for launch of E-Udbhavam.
