State Launches ULMS to Boost Transparency

The Karnataka government on Monday launched the ‘data module’ of the Unified Land Acquisition System (ULMS), a digital platform designed to make land acquisition across the state more transparent, efficient and fair.

Developed by the Centre for Smart Governance under the e-Governance Department, with oversight from an expert committee of the Revenue Department, the ULMS will allow all land-acquiring agencies to input and track every stage of acquisition. This includes revenue, irrigation, urban development and infrastructure bodies, as well as agencies like the Bangalore Development Authority, NHAI, Metro, K-Ride, Karnataka Housing Board and KIADB.

Officials said the module integrates details of ongoing and past proposals, tracks litigation, and displays real-time status on a central dashboard for decision-makers. It is also aligned with the Right to Fair Compensation and Transparency in Land Acquisition Act, 2013, ensuring legal compliance and citizen-friendly processes.

Launching the module, Revenue Minister Krishna Byre Gowda said Karnataka was setting a “new benchmark in citizen-centric governance.” He emphasised that the system gives landowners and affected families full visibility into the process while providing officials with a robust workflow to speed up approvals and compensation.

Gowda added that the rollout would be phased, eventually covering all districts and integrating additional technologies to further streamline land acquisition, compensation, and rehabilitation. According to the government, the ULMS represents a single-window platform to balance development needs with citizens’ rights and ensure consistency across Karnataka’s land acquisition framework.
