Putin claimed Russia’s 2022 Ukraine actions responded to the West and NATO’s post-Soviet expansion attempts

Russian President Vladimir Putin said on Tuesday that Russia has never opposed Ukraine joining the European Union and believes a consensus can be found to ensure security for both countries. Speaking during a visit to China, Putin called claims by European leaders that Russia might attack further into Europe “hysteria” and “horror stories.”
Putin explained that Russia’s actions regarding Ukraine in 2022 were forced responses to what he described as the West’s attempt, with NATO’s support, to absorb the entire post-Soviet space. He argued that such moves had serious security implications for Moscow.
Regarding Ukraine’s EU membership, Putin said, “We have never objected to this.” However, he clarified that NATO membership for Ukraine is a separate matter. He stressed that there are options to ensure Ukraine’s security once the ongoing conflict ends and expressed hope that both sides can reach a common understanding.
Putin added that he discussed Ukraine’s security situation with U.S. President Donald Trump during their summit on August 15 in Alaska. He suggested that finding agreement on security measures for Ukraine is possible and called for dialogue to prevent further escalation.
His remarks come amid ongoing tensions in the region and continuing Western sanctions on Russia. Putin’s comments aim to reassure European leaders that Russia does not seek broader conflict in Europe while defending its interests in its neighbouring regions.
The Russian President also held talks with Slovak Prime Minister Robert Fico in China, focusing on regional security and bilateral cooperation. Analysts noted that Putin’s statements may be aimed at both calming European concerns and asserting Russia’s influence in post-Soviet states, while highlighting the continuing strategic role of NATO in the region.
