Centre enhances notary access in 4 states

The Union Ministry of Law and Justice has approved Gujarat’s request to increase the number of notaries from 2,900 to 6,000. The decision, announced through the Notaries (Amendment) Rules, 2025, also benefits Rajasthan, Tamil Nadu, and Nagaland.

According to an official statement, Rajasthan can now raise its Notaries from 2,000 to 3,000, Nagaland from 200 to 400, and Tamil Nadu from 2,500 to 3,500. The amendment, issued by the Department of Legal Affairs on October 17, was made after several states sought expansion due to rising population, new administrative divisions, and growing demand for Notary services.

Minister of State for Law and Justice Arjun Ram Meghwal said the decision reflects the Centre’s effort to modernize and digitize legal services. He noted that till July 31, the government had issued 34,900 digitally signed Certificates of Practice to new Notaries across India through the Notary Portal.

The Minister highlighted that the Notary Portal offers an online interface between Notaries and the Government of India. It allows users to apply for appointments, verify eligibility, and receive digitally signed certificates. It also enables renewal of practice certificates, change of work area, and submission of annual returns.

Meghwal said the platform ensures a “faceless, paperless, transparent and efficient” system. Currently, the module for document verification and certificate issuance is active, allowing quicker processing and improved transparency.

The government expects these reforms to enhance public access to legal documentation and authentication services across all participating states.
