Over the past decade (2015–2025), a total of 151 cases were registered under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act within the Mangaluru Commissionerate, but only seven individuals have been convicted, while the remaining 144 cases remain unresolved.
This information came to light during the monthly SC/ST review meeting held at the Mangaluru City Police Commissioner’s office on Sunday. M. Devadas, State Coordination Secretary of the Karnataka Dalit Struggle Committee, presented data obtained under the Right to Information Act. He emphasized that the low conviction rate undermines the law, allowing perpetrators of atrocities against SC/ST communities to act with impunity. Devadas urged the police to ensure strict enforcement of the Act and to organize workshops educating Dalit leaders about legal provisions and government schemes available for SC/ST welfare.
Dalit leader S.P. Anand highlighted the need for the police to provide encouragement and support to victims, noting that many cases fail in court due to lack of proper evidence. Deputy Commissioner of Police Ravishankar advised Dalit organizations to assist victims in gathering documentation and pursuing justice. Police officials, including Deputy Commissioner Mithun N., also noted plans to conduct workshops to raise awareness about legal rights and government programs for SC/ST communities.
The meeting also addressed local issues such as police jurisdiction changes, fair pricing for construction materials, and grievances from specific villages. Officials emphasized ongoing efforts to resolve these concerns, including temporary financial assistance for home repairs and clarification on local disputes. The session underscored the importance of legal enforcement, community awareness, and proactive policing to protect vulnerable communities.
