India’s National Security Advisor Ajit Doval on Tuesday urged member nations of the Shanghai Cooperation Organisation (SCO) to hold accountable the perpetrators, organisers, financiers, and sponsors of cross-border terrorism, in a strong message widely interpreted as directed at Pakistan-backed terror groups.

Speaking at the SCO’s security chiefs’ conclave in Beijing, Doval expressed deep concern over the persistent threat posed by UN-designated terror organisations such as Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Al Qaeda, ISIS, and their affiliates.

Referring to the recent Pahalgam terror attack, where The Resistance Front (TRF)—a proxy of LeT—killed 26 Indian and Nepalese nationals after reportedly segregating them by religion, Doval revealed that India launched “Operation Sindoor” in response. The operation aims to dismantle terrorist infrastructure and deter further attacks. He emphasized that India’s response was “measured and non-escalatory.”

Doval also called for SCO nations to reject “double standards” in the global fight against terrorism. “Any act of terror, including cross-border terrorism, is a crime against humanity,” he asserted, stressing the importance of decisive action against UN-proscribed entities and their support networks.

The NSA further proposed a coordinated “joint information operation” among SCO members to effectively combat terrorism, extremism, and separatism. Doval’s remarks reinforce India’s stance on terrorism being the foremost threat to regional peace and security, and underline the urgency for collective international resolve to dismantle terror ecosystems. His speech received attention for its clear call for accountability and justice in the face of growing cross-border threats.
