The Davanagere City Corporation (DCC) has launched a new initiative by involving women from Self-Help Groups (SHGs) in collecting property tax and water charges directly from households. This move comes under the Day-NULM scheme, with 12 women selected for their communication abilities, education, and digital skills—all of whom have passed at least Class 10.
Out of 77 applicants, 25 were shortlisted and trained, and 12 were assigned specific wards for tax collection. Equipped with Point of Sale (POS) machines and official ID cards, these women have collected over ₹1 crore in just two months—₹50 lakh each in May and June. The system accepts only digital payments, ensuring transparency and helping residents avoid late fees.
Though the initiative is effective, initial awareness was low. Many residents were unsure about the system at first. Vijayalakshmi Hallikeri from Eshwari Women’s Group shared that she collected ₹5.5 lakh in May alone. At first, people were doubtful. But once I showed my ID and explained the system, they started cooperating, she said.
This initiative follows a June 2024 directive from the Karnataka government allowing SHG members to assist in tax collection in urban areas. The programme addresses the issue of staff shortage while promoting timely bill payments.
Geeta Patil of the Sri Durgadevi Mahila Group said the process is now easier for residents. They no longer need to stand in long queues or travel to the office, she added.
DCC Commissioner Renuka praised the programme’s success, stating it boosts both women’s employment and civic revenue. We’re keeping a close watch on the results and hope to expand this model further, she said.
