Mangaluru Urban Development Authority (MUDA) Commissioner Noor Zahara Khanam has filed a police complaint against two middlemen, accusing them of issuing death threats and spreading defamatory content against her.

The complaint, lodged at Urwa police station on March 29, names Wahab and Sabith as the accused. They allegedly started targeting Khanam after she enforced restrictions on middlemen interfering in single-site approvals and other official matters. The restrictions were imposed following an incident on January 7, when an individual reportedly trespassed into the MUDA office and tampered with official documents.

Between January 7 and March 27, the accused allegedly created a WhatsApp group with other middlemen, where they posted defamatory messages about Khanam. In addition, they reportedly made threatening phone calls, including death threats.

Police stated that the accused used social media to disrupt MUDA’s operations and even resorted to intimidation involving black magic.

A case has been registered under multiple sections of the Bharatiya Nyaya Sanhita (BNS), including Section 132 (assault or use of criminal force against a public servant), Section 351 (criminal intimidation), Section 356(1) (defamation), Section 61(2) (criminal conspiracy), and Section 352 (intentional insult to provoke breach of peace).
