Delhi Police has busted an international drug cartel that allegedly misused student visas to smuggle heroin into India, targeting local students. According to officials, African nationals were brought to India under the pretext of studying but were instead used to distribute drugs.

Two foreign nationals—Humphrey Muwong (33) from Uganda and Chukwu Ebuka Umeh (36) from Nigeria—were arrested with 700 grams of high-grade heroin worth over ₹1 crore. Police said the duo worked for Nigerian national Dagri Jean Marc, believed to be operating the network from Africa.

Marc had earlier lived in India and reportedly built a drug distribution network in Delhi’s Tilak Nagar. He used student visas as a front, enrolling African nationals in private universities in Delhi-NCR and Punjab before involving them in illegal trade.

Muwong, previously arrested under the NDPS Act in 2023, was out on bail. Both men have been in India since 2019. Further investigation is ongoing.
