The Delhi government’s Anti-Corruption Branch (ACB) has arrested and suspended an executive engineer and a private contractor for a fraud of over ₹4.6 crore in the Irrigation and Flood Control (I&FC) Department, an official said on Monday.

The two are accused of releasing fraudulent payments for civil work projects—like drains and roads in Siraspur village, North Delhi—that were never actually carried out. These projects only existed on paper.

According to the ACB, the executive engineer (already under suspension) and the contractor were found guilty after a detailed investigation exposed misuse of public funds through fake projects and serious rule violations.

The case surfaced during an internal review that flagged suspicious payments made to contractors without physical verification of the work. The ACB then began a full investigation and found that payments exceeding ₹4.6 crore were made for reinforced cement concrete road and drainage works that did not exist during on-site inspections.

Investigators also found that the contractor had submitted fake performance bank guarantees worth ₹2.24 crore, which were accepted without proper checks. Officials said this clearly pointed to collusion and severe negligence.

The probe further revealed multiple breaches of the Central Public Works Department Manual, General Financial Rules 2005, and Central Vigilance Commission guidelines.

Both the executive engineer and contractor have been booked under the Prevention of Corruption Act and relevant sections of the Indian Penal Code, and are currently in custody.
