Centre launches portal for Waqf management

The Central Government has notified the Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025, introducing a digital portal and database to streamline the registration, audit, and governance of Waqf properties across India.
The rules were issued under Section 108B of the Waqf (Amendment) Act, 2025, which came into effect on April 8. The newly launched ‘UMEED Portal’ will serve as a centralised platform for uploading details of Waqf properties, registering new Waqfs, maintaining financial records, and publishing audit reports.
The Ministry of Minority Affairs will oversee the portal’s operations, while each state government must appoint a nodal officer of at least Joint Secretary rank and establish a support unit to assist with data entry and compliance. According to the rules, all mutawallis—managers of Waqf properties—must register on the portal using a mobile number and email, authenticated through OTP. They will then be able to file details of their Waqf and property, manage accounts, and access official documents online.
The portal will support real-time monitoring of property registration, institutional governance, legal cases, financial audits, and development projects. State governments must upload survey data and lists of Waqf properties within 90 days of publication in the official gazette, with an extension of another 90 days if needed The new digital system aims to bring greater transparency, accountability, and efficiency in the management of Waqf assets, which are Islamic charitable endowments, and is expected to significantly improve governance across states.
