In a strange incident that has shocked Bihar’s administration, a residence certificate was mistakenly issued to a dog named Dog Babu. The certificate, complete with a photo, address, and even parental names—Kutta Babu and Kutiya Devi—was generated on July 24, 2025, by the RTPS office in Masaurhi, Patna district.

The document listed the dog's address as Mohalla Kaulichak, Ward 15 of Masaurhi Nagar Parishad and bore certificate number BRCCO/2025/15933581. It was digitally signed by Revenue Officer Murari Chauhan, raising serious questions about document verification and digital signature security.

Further investigation revealed that the certificate number actually belonged to a woman from Delhi, whose Aadhaar and spouse details were misused—indicating possible tampering or careless data handling. Masaurhi Circle Officer Prabhat Ranjan confirmed that this was not a prank but a serious case of document fraud involving official credentials. Authorities are now probing how this occurred and how the officer’s digital signature was misused.

Independent MP Pappu Yadav criticized the situation on social media, pointing out the irony that a dog could get official documentation while many citizens struggle to obtain basic paperwork. His remarks questioned the integrity of governance and electoral systems.

In response, the RTPS system promptly cancelled the fake certificate. A detailed investigation is now underway, including cyber cell involvement to trace the digital loophole. Officials have emphasized the need for stricter verification processes and regular audits to prevent such lapses from recurring.

This incident has sparked debates about the reliability of digital governance systems and the urgent need for stronger safeguards to protect citizen data and prevent misuse of official platforms.
