In the ongoing investigation into the brutal murder of rowdy-sheeter Biklu Shiva, the Bharathinagar police have issued a lookout circular (LOC) for the prime accused, Jagadish, who has been absconding since the incident on July 15. The circular aims to trace Jagadish’s whereabouts, following multiple failed attempts to locate him.

According to East Division DCP Devaraj, Jagadish vanished even before the murder occurred. His travel history indicates movement from Bengaluru to Kerala, Tamil Nadu, and Uttarakhand, before allegedly fleeing the country. Based on these findings, immigration officials across all Indian airports, seaports, and land borders have been alerted. A look out notice is typically issued in criminal cases where the accused is on the run, especially when there is suspicion of them escaping abroad. The Bureau of Immigration, under the Ministry of External Affairs, manages the circulation of such notices.

The murder of Shivaprakash alias Biklu Shiva occurred on July 15 near Kittaganur. A group of 8–9 men reportedly attacked him with lethal weapons near his house, killing him on the spot. His mother, Vijayalakshmi, alleged that her son had been receiving threats from former minister Byrathi Basavaraj, Jagadish, and others over a land dispute.

She has also claimed in her police complaint that the murder was politically motivated and may have been carried out with the assistance of powerful individuals. So far, 12 suspects have been arrested in the case, and investigations continue as the manhunt for Jagadish intensifies.
