HC sends notice to BESCOM over excessive smart meter charges

The Karnataka High Court has issued notices to the state government and Bangalore Electricity Supply Company (BESCOM) over a petition challenging the imposition of excessive charges for smart meters. Filed by Ashwaramanuja Media Pvt. Ltd. MD Ramachandra R., the petition demands the cancellation of a tender awarded to Rajashree Electricals Pvt. Ltd. For the supply and maintenance of smart meters in the BESCOM zone.

The petitioner pointed out that the official rate for a single-phase smart meter is ₹2,461 and for a three-phase meter is ₹3,292. However, the tender awarded lists the prices at ₹4,235 and ₹7,525 respectively—indicating a steep hike of 72% to 170%, far exceeding the 5% limit suggested in a 2022 circular from the Chief Minister’s office. Advocate Madhusudan B. Adiga, representing the petitioners, argued that the inflated costs burden consumers, who end up paying ₹1,774 and ₹4,233 extra for single and three-phase meters, respectively.

 After preliminary arguments, the division bench adjourned the case to June 17 and issued notices to all concerned parties. The court’s notice also follows another controversy, where BESCOM cut off electricity to the Kanakapura taluk office due to unpaid bills worth ₹15 lakh, disrupting various government departments operating in the building. The court’s intervention has brought hope to many residents who were burdened by the unexpectedly high costs of smart meter installations.
