Government launches b-smile for infrastructure upgrades

The Karnataka government has approved the formation of Bengaluru Smart Infrastructure Limited (B-SMILE), a special-purpose vehicle (SPV) tasked with implementing large-scale infrastructure projects across Bengaluru. Backed by an initial funding of ₹7,000 crore sanctioned in the state budget, B-SMILE will be primarily government-owned, with the state holding 90% equity and the Bruhat Bengaluru Mahanagara Palike (BBMP) owning the remaining 10%. Headquartered likely in Vasanthnagar, B-SMILE will execute key priority projects such as 40 km of tunnel roads, a network of flyovers and underpasses, road development along stormwater drain buffer zones, and the construction of a 250-metre sky deck. These initiatives are part of Deputy Chief Minister D.K. Shivakumar’s vision to ease urban congestion and enhance city mobility.

Unlike traditional civic bodies, the SPV will have the flexibility to manage both public and privately-funded projects. Operating independently of BBMP, which is set for restructuring, B-SMILE will have full jurisdiction over Bengaluru Urban district. It is also empowered to collaborate with, fund, or oversee other agencies — a move experts say could allow it to bypass some provisions of the Karnataka Transparency in Public Procurements Act.

Governance of B-SMILE will be handled by an 11-member board, including a full-time IAS officer as CEO, along with officials from BBMP, BDA, BWSSB, and three private sector experts. While B-SMILE focuses on major infrastructure initiatives, BBMP will continue to manage routine civic tasks such as pothole repairs and maintenance.
