BDA’s controversial sale of land in Jayanagar at a fraction of market price
The Bengaluru Development Authority (BDA) has found itself at the center of a controversy following the sale of land reserved for public amenities in Jayanagar’s 8th Block at an exceptionally low price. Originally valued at ₹60 crore, the site was sold for just ₹2 crore, raising questions about the legitimacy and fairness of the transaction. The land in question was designated as a Common Amenities (CA) space, which is typically reserved for parks, playgrounds, and other public utilities.
Under BDA regulations, such sites are not meant to be sold for less than the guidance value, a minimum price based on market rates in the area. However, the BDA failed to follow this guideline, resulting in a loss of approximately ₹23.50 crore on the sale. A July 2020 order gave BDA the authority to sell CA sites, but it is argued that the agency did not adhere to the required pricing standards. This discrepancy has sparked a debate about whether the BDA’s actions were in violation of its own regulations.
The controversial site, located at 40th Cross in Jayanagar 8th Block, spans 8,000 square meters. Historically, it was sold to Dr. Boregouda in 1973 by the Urban Development Trust Board for just ₹24,404. Over the years, ownership claims and disputes over its designation as a CA site have been numerous, with the BDA transferring the rights to Dr. Boregouda in 2024.
