In a major move to revive the long-pending Peripheral Ring Road (PRR-2) project after two decades, the Bangalore Development Authority (BDA) has imposed a ban on housing layout approvals and building permissions in villages under the Hulimangala Gram Panchayat.

This includes areas along the Hosur-Mysuru road corridor via Bannerghatta and Kanakapura. According to BDA sources, government directives now mandate that any layout or residential construction within the Panchayat’s survey limits must receive prior approval from the BDA. Consequently, all previously issued map approvals and account letters have been canceled, and no new approvals will be entertained.

The decision affects several villages including Koppa, Koppa Gate, S. Bingipura, Vabasandra, Nanjapura, and Margondanahalli. During alignment inspections, several unauthorized constructions were detected, prompting the BDA to plan legal action.

This enforcement follows the preliminary notification issued for land acquisition across nine villages in Dasanapura-2 Hobli for PRR-2. Over 12,000 objections have already been filed in response to acquisition notices, reflecting public unrest. The PRR-2 project, envisioned to ease Bengaluru’s traffic congestion, spans 73 km and requires 2,560 acres. Land acquisition for the first 1,800 acres is underway, while the remaining 600 acres were notified in 2022. Officials warn that any unauthorized approval by Hulimangala authorities will be met with strict accountability. The Panchayat’s PDO has been directed to report discrepancies to the concerned departments and enforce construction bans immediately.
