In a move to enhance India’s renewable energy targets, the government on Wednesday has notified a revised quality control order for solar photovoltaic (PV) products. The Union Ministry of New and Renewable Energy (MNRE) issued the ‘Solar Systems, Devices, and Components Goods Order, 2025,’ which supersedes the 2017 order.

This new directive, effective 180 days from publication, aims to strengthen India’s solar energy infrastructure. It covers essential components such as solar PV modules, inverters, and storage batteries, mandating them to meet the latest Indian standards set by the Bureau of Indian Standards (BIS).

The order introduces minimum efficiency standards for solar PV modules: 18% for Mono Crystalline Silicon and Thin-Film PV Modules, and 17% for Poly Crystalline Silicon PV Modules. These products must also bear the BIS Standard Mark under a license.

The order applies to manufacturers, importers, distributors, and retailers of solar PV systems and components. The BIS will oversee licensing and enforcement, while market surveillance will be handled by BIS or an agency designated by it, in consultation with the MNRE.

This initiative reflects the government’s commitment to promoting high-quality solar products and sustainable energy development. The revised order follows over 24 months of consultation with industry stakeholders, aligning with India’s goal of advancing renewable energy innovation and efficiency.
