As the Hubballi-Dharwad Smart City Project approaches its final phase, one major infrastructure component remains in limbo—the proposed multi-level parking complex near the old court. Launched in 2018 under a ₹50 crore Public-Private Partnership (PPP), the eight-floor structure was meant to ease the city’s worsening parking woes. However, despite its critical importance, the project has seen little progress.
Of the eight floors, three were reserved for vehicle parking while the remaining floors were intended for commercial shops. But five years later, the structure remains incomplete, much to the disappointment of residents and visitors who struggle daily with limited parking options in the busy commercial hub.
Thousands from across North Karnataka visit Hubballi for business and shopping. With the Smart City project nearing closure, they had hoped the parking issue would be resolved. But now, public concern is growing.
Sources reveal that only two projects are pending—the parking complex and a sports complex, with the latter expected to be completed by August. The contractor responsible for the parking project has already received multiple warnings for delay.
“Only 30 percent of the work is complete,” said Channabasavaraj, Deputy General Manager of the Smart City Project. “The company will receive a ₹10 crore grant under the PPP model. We’ve issued repeated warnings and will take a final decision on the project post-August.”
Officials cited COVID-19 and other logistical setbacks as reasons for the delay, though the project was initially scheduled for completion by 2022. With the Smart City Project winding down, whether the parking complex will be revived or abandoned remains uncertain.
