The Bangalore Development Authority (BDA) has initiated the expansion of two prominent layouts—Kempegowda Layout and Shivaram Karanth Layout—despite criticism over inadequate basic infrastructure in existing areas. The land acquisition process for both layouts is already underway.
In Shivaram Karanth Layout, BDA has developed over 34,000 regular plots and 4,500 corner plots across 3,546 acres, spanning 17 villages between Doddaballapura and Hesaraghatta. Plans to expand the layout by an additional 2,095 acres were announced earlier this year. Similarly, Kempegowda Layout is also set for significant expansion, with ongoing land acquisition efforts. However, the move has prompted some landowners to construct unauthorized buildings on the acquired land. To curb such activities, BDA has directed BESCOM to cut electricity supply to these properties. The massive expansion aims to meet the growing demand for residential plots, with thousands of new sites planned across both layouts.
While the BDA’s efforts to address Bengaluru’s housing shortage are appreciated, critics argue that existing layouts must first be equipped with adequate amenities. As the expansion progresses, the BDA faces the dual challenge of completing the projects and addressing concerns over illegal constructions and infrastructure deficiencies. Local residents have expressed concerns over the lack of basic infrastructure such as roads, water supply, and sewage systems in the newly expanded areas, which may lead to further challenges for the authorities.
