Assam finance commission team visits jallige gram panchayat, studies local governance model

Devanahalli,  ; A delegation from the 7th Assam State Finance Commission visited the Jallige Gram Panchayat in Devanahalli taluk today to gather insights into its operational methods.

The team received a concise overview of the Gram Panchayat's (GP) program implementation, action plans, general body meetings, and the GP's role in executing both state and central government schemes. They also toured local facilities, including the 'Kusinemane' (children's home), 'Arivu Kendra' (awareness center), and the solid waste management unit.

H. Prakash, the Panchayat Development Officer (PDO), explained that development works are undertaken through action plans approved by all members in Gram Sabhas (village council meetings). He detailed the framework for programs under the 15th Finance Commission scheme, highlighting that Jallige GP comprises 23 members and serves a population of 9,957 across 13 villages. Prakash also informed the delegation about the online application process through the Panchatantra 2.0 software and how public grievances are discussed and addressed in general meetings, with applications received and resolved by the president, members, and officials.

Dr. K.N. Anuradha, Zilla Panchayat Chief Executive Officer (CEO), elaborated on the three-tier system of local governance: Zilla Panchayat (District Council), Taluk Panchayat (Taluk Council), and Gram Panchayat. She explained that PDOs formulate action plans at the Gram Panchayat level and submit them to the Zilla Panchayat. Plans are then developed and implemented for the holistic development of villages. Dr. Anuradha lauded Jallige GP's online system as a model for the entire state.
