Delhi govt launches Rs 5K monthly aid for individuals with high special needs

The Aam Aadmi Party (AAP) government in Delhi has announced a groundbreaking initiative to support individuals with high special needs by providing them with a monthly financial aid of ₹5,000. Delhi Minister Saurabh Bharadwaj credited this scheme to the vision of former Chief Minister Arvind Kejriwal, referring to it as a product of his treasury of honesty.

Currently, the Delhi government offers pensions to over 120,000 people with disabilities greater than 42%. Under this new scheme, individuals with a verified disability of over 60% will also qualify for the monthly assistance. Bharadwaj emphasized that this move positions Delhi as the first state in India to provide such substantial support for people with high special needs.

He highlighted that the World Health Organization estimates that about 15% of the global population lives with some form of disability, with around 2-4% experiencing severe disabilities. While recognizing the shift in terminology to persons with special abilities, he noted that official terms still reflect the legal framework, referring to them as persons with disabilities under the Rights of Persons with Disabilities Act.

Bharadwaj also responded to criticisms from opposition parties regarding budget deficits, asserting that despite financial challenges, the Delhi government remains committed to supporting those in need. The Cabinet’s decision sets a new standard for assistance, with the government planning to open registrations for eligible individuals soon.
