The Gujarat Assembly engaged in a vigorous debate on Monday, with the opposition Congress alleging disparities in budgetary allocations for Scheduled Castes (SCs), Other Backward Classes (OBCs), and minorities compared to the funding allocated for unreserved classes. Social Justice and Empowerment Minister Bhanuben Babariya rebutted the claims, asserting the government’s dedication to uplifting all marginalized sections and accusing Congress of perpetuating a divide and rule strategy.
During Question Hour, Congress Legislature Party (CLP) leader Amit Chavda raised concerns about the loans disbursed to the Social Justice and Empowerment Department by the state government. Minister of State Bhikhusinh Parmar disclosed that loans amounting to Rs 1,167.43 Cr and financial aid of Rs 39.14 Cr were disbursed in 2021-22 and 2022-23 to ten Boards and Corporations under the department.
Chavda pointed out discrepancies in funding allocation for SCs, OBCs, and minorities, highlighting the substantial difference compared to the allocation for unreserved classes. Other Congress members, including Imran Khedawala and Amrutji Thakor, echoed similar concerns based on government data.
Minister Parmar defended the allocations, stating that the Thakor and Koli Development Corporation (TKDC), catering to Thakor and Koli communities under the OBC category, had approved all loan applications received in 2022-23.
In response to Congress’ assertions, Minister Babariya emphasized the department’s diverse welfare schemes, including scholarships and housing initiatives for SCs, OBCs, and minorities. He disclosed that the Budget 2024-25 allocated nearly Rs 3,300 crore for SCs and OBCs, with Rs 293 crore earmarked for eight out of ten Boards and Corporations, signifying a 50 percent increase from the previous year. Babariya reiterated the government’s commitment to inclusive development while criticizing Congress for divisive tactics.
