Empowering Rural Areas: Strengthening Birth And Death Registration System

The government is taking proactive steps to enhance the civil registration system in rural areas, aiming for the comprehensive recording of 100% of birth and death registration events. The responsibility for this crucial task has been assigned to gram panchayats, with Panchayat Development Officers appointed as deputy registrars, according to Akshay Sridhara, Chief Executive Officer of Zilla Panchayat. Speaking at the inauguration of a training program focused on birth and death registration events, Sridhara emphasized the significance of every birth and death registration under the Births and Deaths Registration Act, 1969. The act, which became effective in Karnataka from April 1, 1970, mandates the registration of every birth, death, and stillbirth in the country. CEO Sridhara highlighted the importance of these registrations, not only for legal purposes but also as a crucial source of basic information about the population of the respective areas. He stressed that civil registration is a continuous, permanent, and compulsory process, encompassing vital events such as births, deaths, marriages, fetal deaths, and divorces, along with associated statistical probabilities and characteristics. To achieve the government’s goal, a training program was inaugurated at the Zilla Panchayat Hall for Gram Panchayat Development Officers, Taluk Project Managers, and Gram Panchayat Data Entry Operators. This initiative aims to equip these officials with the necessary knowledge and skills to ensure the accurate and comprehensive recording of birth and death registration events in rural areas. The program witnessed the participation of key officials, including G.P. Deputy Secretary SB Mullally, G.P. Chief Project Officer S.Y. Mishi, District Statistics Collector Bhajunga, and Assistant Statistics Officer Kumar Mannavadara. The concerted efforts to strengthen the civil registration system underscore the government’s commitment to effective governance and data management in rural communities.
