Karnataka leaders launched a door-to-door drive delivering caste and residence certificates to over 4.85 crore families, drastically streamlining public access to essential identification.

Chief Minister D.K. Shivakumar and Deputy Chief Minister Dr. G. Parameshwar have launched a door-to-door distribution drive for caste and permanent residence certificates across Karnataka. Officially flagged off at the Vidhana Soudha, this initiative aims to benefit over 4.85 crore families by bringing essential government identification directly to citizens’ homes.
Local staff are delivering printed digital certificates to residents while logging distribution details on a designated mobile app. To make the process simple, the state has opened hobli-level help centers and launched a web portal where residents can download their official documents for free. Additionally, authorities have already sent direct download links via WhatsApp and SMS to roughly 85 lakh eligible beneficiaries across the state.
To qualify for a Permanent Residence Certificate, applicants must have lived or studied in Karnataka for at least ten years, or own immovable property in the state. Officials clarified that while the certificate serves as a valid document during Special Summary Revision electoral processes, it acts solely as proof of residence for administrative needs rather than for job quotas or land allotments.
Despite criticism from opposition leaders, state leadership hailed the massive logistical rollout as an unprecedented achievement in governance. Citizens seeking new certificates can apply through the Seva Sindhu portal or visit their local Atal Janasnehi Kendra.
